Data Privacy Act of 2011. Good or Bad?

Data Privacy Act of 2011 is a law passed  in which a  National Data Protection Commission (NDPC)  would be made in which individual personal information would be stored and protected .The purpose of this law is to protect those information disclosed in communication or in any other way using technology by creating  NDPC wherein all personal information including those sensitive personal information would be stored. This law would also penalize any persons or institution including those foreign institutions who has local offices in Philippines  involved in personal data processing which would unlawfully use, disclose, amend or erase etc. any information they received. In my opinion, this act is good law because it further strengthens the constitutional right to privacy by having a commission which would receive, investigate or settle disputes regarding complaints in relation to offenses in connection of personal information and giving penal sanctions thereto. Also this law would be efficient in enhancing the process in retrieving information or cross reference data and information for security or other lawful purposes by having a central system wherein information would be kept.
One of the possible setback that this act may bring can see about this act is that it is susceptible of illegal acts  from people who has direct access over the information and would gravely abuse there authority.
